The second goal of this study is to design an admission policy that can be used to grant admission into higher education institutions which will be based equally on merit and minority considerations. To achieve this goal, qualitative research method will be used to get hold of an in-depth appreciation of behaviors of subjects which may be influenced by culture, attitudes, emotions, values, ethics, authority, rapport, hypnosis, persuasion, coercion, genetics, as well as the reasons that govern human behavior.

This qualitative research is based on the rationale in the face of various facets of behavior. It will investigate the grounds and methods of an outcome of decisions leading to a course of action or an opinion among several alternatives. From a normative perspective, the analysis of individual decision is concerned with the logic of decision making and rationality, and the firm choice it leads to.The method prefers to use a small sample, but, focused. Data will be categorized into patterns as the primary basis for organizing and reporting the results.

The gathering of data will employ analysis of documents and materials. Being exploratory, it will make use of file shadowing approach.
